ACW | November 2, 2026 — Taliban morality enforcers in Herat have detained a woman for not wearing a "chador namaz," a full-body covering, and for wearing a manteau, local sources told Hasht-e Subh (8am Media).

The Taliban demanded a 15,000-afghani fine for her release, the sources said. Citing a local mosque imam, they said the woman must also wash dishes and clothes for the enforcers for a week. Hasht-e Subh published the report on Sunday, November 1.

The imam told families to keep women at home because nothing can be done for them in such cases, the outlet said. The report does not say when or exactly where the woman was detained, and does not identify her. No other source has confirmed the report so far.

No response from the Taliban caretaker government appeared in published reports.

Background: The Taliban began a wave of detentions of women over their clothing in Herat city on Saturday, June 6, 2026. Afghanistan International has reported that the Taliban do not consider the manteau and chador namaz commonly worn in Herat to be full hijab. Amu TV earlier cited local sources as saying the fine for releasing detained women in Herat had risen from 13,000 to 20,000 afghanis.

Why it matters: The latest UN report says Taliban officials detained 52 women in Kabul and Herat over three months, according to Afghanistan International. UNAMA has said such detentions raise "serious human rights concerns."

ACW will continue to follow this story.
