ACW | October 27, 2026 — Christian Daily International reports that a continental church symposium in Nairobi questioned whether Angola's church registration requirements make it hard for small Christian communities to gain legal recognition.
It was the seventh annual theological symposium of the All Africa Conference of Churches, held October 5–8, 2026, under the theme "Freedom of Belief and Persecution in Africa". Christian Daily says the Rev. Quelende Adriano warned that high membership requirements can marginalize emerging and minority religious communities.
The text of Angola's Law on Religious Freedom and Worship (Law 12/19, May 14, 2019) shows that a religious group must submit at least 60,000 notarized signatures, with at least 1,000 signers resident in each Angolan province (Articles 43 and 46).
Citing the US State Department's 2023 religious freedom report, Christian Daily says the government estimated more than 1,200 unregistered groups against 88 recognized ones. The outlet notes the symposium did not establish that every unregistered group has faced persecution.
Background: Christian Daily says Open Doors' 2025 analysis called registration one of the most challenging problems for Pentecostal and non-traditional churches in Angola. Registration gives groups legal status, collective property rights and some tax exemptions. ACW earlier reported on the Holy See–Honduras agreement on religious freedom.
Why it matters: The 60,000-signature rule is in the law's text; whether it effectively blocks small churches is the view of symposium speakers, not a court ruling. ACW could not open the AACC's own report, so this has not yet been confirmed by other sources.
ACW will continue to follow this story.
